Initiative has been taken by National Health Mission, Health & FW Deptt. Odisha to undertake partnership arrangement in meeting growing needs for health services. The need for partnership in healthcare has arisen from the need to augment availability of healthcare services, enhance accessibility of intended beneficiaries and adopt alternative model for enriching the quality of healthcare.
A. INSTITUTIONAL ARRANGEMENTS FOR PARTNERSHIP MANAGEMENT:
- The State NGO Committee of Odisha State Health & FW Society under the Chairpersonship of the Secretary, H&FW Deptt to take appropriate decision on sanction/approval of NGO projects.
- A PPP Cell is operational at the Mission Directorate, NHM, Odisha to facilitate & manage the partnership projects both in rural and urban areas.
- At District level, there is a District NGO Committee headed by the Collector & DM to explore the possibility for NGO intervention in the district and recommendation to the State.
- A uniform standard for online selection of partner NGOs, renewal of contract and release of funds.
B. SELECTION PROCEDURE OF PARTNERS:
- Open advertisement.
- Online application by the Agencies in the web portal.
- Online scrutiny of proposals and selection process by the Committees.
- Online recommendation by the District NGO Committee Chaired by the Collector & DM on the provisional selection of Agency.
- Online scrutiny at the State level on the recommendation of Dist. NGO Committee.
- Final decision at the level of State NGO Committee of OSH&FW Society on the recommendations of Dist. NGO Committees.
- In case of proposals relating to Corporate House, approval of Empowered Committee on Infrastructure (ECI) to be obtained.
C. MONITORING MECHANISM:
- In-house field supervision & monitoring and periodical review at District / State level.
- External evaluation of projects by independent external Agencies.
D. TENURE OF THE PROJECTS:
- Initially partnership projects awarded for one year. Further renewal of contract for two years based on the recommendation of the Dist. NGO Committee & performance of the project and sanction of funds in the annual PIP.
